If I were Telstra’s CEO I would...Split the business into 2 separate independent companies:
Telstra Country would have to carry the community service obligation to rural Australia. It would be able to charge real costs for this community service obligation.
Telstra City would be able to compete more fairly with the parasite Telcos who only service the cities.
If the regulator did not allow Telstra Country to recover its costs, Telstra Country would go under and then the government would have to pick up the pieces for their's and the regulator's dishonesty.
