Dr Phil Burgess, Telstra's head of Public Policy & Communications talks to Sky News about how a new government enabled Telstra to give the green light to turn on ADSL2+ for 2.4 million Australian households.

Commenting on what made the difference after around 18 months of stalemate, Dr Burgess said it was the change in Government, and having the word of a minister of the crown.

"Well, the main reason is an election and there are new people running the show and the people that are running the show now want to do things," Mr Burgess said.

"Now we have the word of a minister of the crown. So having the word of a law maker, rather than the regulator is very important when you're talking about spending billions of dollars of shareholder money."
